Hi, I am new to PPH. I have sent three proposals by now and have posted one hourlie.

I wish to know how to check if work is allotted to some one else where I have submitted proposals. Also wish to know how much time does it take on an average to materialize the proposals sent.

  if work is allotted to some one else the job post will be marked as "AWARDED" ,

  you can also tick the option "Notify me if the job is awarded to someone else"
  available under the proposal box.

  your second question about how much, this cannot be answered, some jobs are awarded in a few seconds , some take ages , some are canceled etc...
