this might be what caused the bug: I asked the contractor directly to do the job before I even posted the job. (I am still new at this) so I went in to put up some money in escrow before the contractor had a chance to make his proposal. The contractor never saw the job but just propsed $15 directly to me. We both figured out what happened so he then found the job titled " one hour is all you need " or Proposal #7714094 and he proposed from there the right way, I saw hit then ..so I hit accept. However, the page to use a payment and credit card popped up again to make the same $15 payment. I went online with my bank and made sure, yes the pending charge of $15 is there plus, PPC platform is asking for another $15

Hey Charley
OK, this sounds like it wasn't PPH's fault at all, but you and your freelancer both got your wires crossed. You should always ensure that money is deposited in Escrow before anyone starts any job. You should ask your freelancer to submit a proposal and accept the terms, so it protects you both in cases of dispute. You both need to know what the terms of the job are. Alternatively, you can purchase an hourlie and do the job according to the details in the hourlie.

oh i wouldn't say it wasn't pph's. In fact, the problem is 100% in the webdesigner's fault working for pph. when I accept the job for the exact amount deposited, there should not be a page asking for me choose the form of payment when there is no payment due. Why would that NOT be confusing. #1 rule in customer service, do not confuse your customer for no good reason.

I think you are a little confused - there is a payment due immediately. The money goes into Escrow and not to the freelancer. So, you should be paying immediately into the Escrow fund and then when they invoice you, the money comes out of the Escrow fund and then to the freelancer.
