Stream has been blocked by CS

My buyer has recently accepted my proposal, and I finished the job. But now I am trying to contact with him, but getting an error like (Stream has been blocked by CS). Please help me what should I do in dis concern.
And he said he had a word with you guys at PEOPLE PER HOUR that his account will be activated with in 24 hour, So as I trust him as well as you guys because I think I have an escrow amount of this project. So I mailed the final file to the client. And now I am not able to contact him and his account is also not activated. I am really in a problem please assist. As I have been with you guys for a long time.
