it that a problem with  my account ? or it's really the rule . please let me know . thanks

  It's full up. Closed. Too many freelancers creates an unequal balance - not enough projects.  You have to apply again in 3 months' time and see what the situation is then.

  You're not missing much.  There isn't the traffic on this site anymore.  £10 jobs and 1000s of applicants.  It's dead, finished.
