Deposit at the time of Sending Proposal???

Dear Sir / Madam , Can anyone please guide me about this term because when i submit my first proposal they want to deposit the 1500 euro from my side as i am starting from 0 .. so i cancelled the job because of this issue as i can understand this term ... can anyone proper guide me ??? and what charges pph take???
