How can we post hourlie with less than $10?

Hello,

I am trying to create hourlie which will be more promotional like. But why I need to add minimum $10 rates? Can't I add less than $10?

  To ensure PeoplePerHour remains a fair platform for all sellers, we require Hourlies to be priced at $10 or more.
