Refund of Pre-Funded Job Money: Full Refund or Part-Stolen Refund?

I was considering pre-funding a job I'm advertising, based on the reassurance by PPH that I could get a refund if the job was not awarded. Having trawled through Ts&Cs, to avoid being scammed, I am not completely clear as to whether the amount of money I put into escrow would actually be refunded. There's talk of refunds minus 10%. Please would you give me the definitive answer as to whether the full amount of my pre-payment would be refunded if the job were not allocated?

I would like to keep faith unless that faith is proven misplaced but, if PPH wer to skim off 10%, having given an assurance that my money would be refunded, I think that would have to be considered fraud. However, as suggested above, I'm sure I'll get the appropriate reassurance and be able to pre-pay with confidence my money won't be stolen.
