Admin fee continue to be charged on zero balance and no activity

The balance on my account after finishing a logo work was £20. I have not logged in to the website since then. Today I logged in because I have another job to post and I noticed the credit balance has been wiped off by "Admin" fee for holding the fund. I then noticed that even after the balance is showing zero, admin fee is still being charged on the zero balance account. Why was my money not refunded to my account after a period of inactivity? Does it mean the account is accruing debit admin fee balance which will be applied against any credit I transferred into the escrow for another job? Can someone please explain this to me before I deactivate my account forever.
