How to charge less than the Hourlies fixed price?

Hello

I just posted an Hourly where I offer a service. However if I can't provide positive results for the client I'd like to charge only for example 20% of the full hourly value, or for example if I can only offer half of the service I'd like to charge only 50% of the full price. How can I do this?
