Buyers who try to negotiate down from a fixed price

Is this common? I've used up four proposal credits recently for jobs that were listed as cheap, but doable, only to have the buyer come back and offer even less - as little as $8 for an article! This is way below what I would charge. Can I claim these proposal credits back? Essentially they are lying about what they're willing to spend.
