Release funds before hosting upload?

 I have agreed on a completed website and the funds are sitting in Escrow for me to release to the vendor. 

However, he is saying it should be released BEFORE he uploads the new site to my hosting (he has all the details necessary) 

Personally I think I should not release until the site is actually upload to my hosting account and I can see it in it's final place, rather than on a test domain. 

What is the norm in this situation. As I said, I am happy with the work and ready to pay, just slightly uncomfortable about paying for something that is not yet on my own hosting and therefore not in my 'possession'
