Developer asked for cPanel access

Hi, 

I started working with this particular developer (with good reviews) who asked for my shell / cPanel credentials and insisted that he can't develop the PHP framework for my website without it. 

I'm highly skeptical on this - so my question is, what guarantee does PPH has for me, if he changes settings on my websites (more than 1 website here) that say in the worst case scenario, takes away my admin access to the sites (this happened before with 1 other developer).

  Developer has since brought the sites down when he couldn't meet the deadline and unable to deliver as per project description - when I refused to pay him, as his works were done in a way that other developers couldn't continue from. 
  
  PPH offer minimal support if any - I was forced to resolving the issue on my own mostly.
