Why is "lifetime billings" different from "earned to date"

The "lifetime billings" I see on the dashboard is much higher then the "earned to date" number in the payments section.

I though PPH fees may account of the difference, but "earned to date" is 18% lower, which is much higher than PPH fees could be.
