Automatic Invitations?

Anyone know why I keep getting messages/notifications saying "so and so has declined your invitation to submit a proposal" when I haven't invited anyone to submit a proposal?  

This keeps happening and the reason most freelancers are giving is that they have 'irrelevant skill sets' - is PPH inviting people for me and if so why are they inviting people that do not have the relevant skills?

  I keep getting these messages too, it's really annoying!

  Today I got a proposal from a freelancer that started with 'Thanks for sending the invitation to me to apply for this project.' 

  Not only did I not send an invitation, I hadn't even set up the project.  All I'd done was sent a message to clarify something in his profile.
