Worker took 2 months and didn't complete work requested.

I hired an individual to write an article and get it published. Almost 2 months later they came back and said the article was done, but couldn't get it published on the site they normally use. I didn't have a time limit specifically set, however, the basis of the article was a summit that happened over a month ago, and they would have seen that as part of the anchor text required in their article.

I don't think that I should pay the individual for the lateness of the article, and the fact that they can't get it published without costing me more money for a different site. Do I have any recourse or must I pay them for an article that will serve me no good purpose?
