payment after work done is not fully secured in regards to scammer on this site

I believe that on peopleperhor site there should be a system which give full 100% security to the freelancer in regards to their payment, the client need to pay in full before starting the project because there are scammer, freelancer worked for them for days and in return they not paying the raised invoice. I think the payment after work done give a clear chance to scammer to abuse the seller, and it needs to fixed ASAP.

It's unfortunate to hear that you have been in this situation. Please note that we always request sellers never to start or deliver the work before their proposal is accepted in the workstream (and 100% of the funds were requested in the proposal) because PPH does not have the ability to compensate for the work done when funds are not available in the escrow.
In future, please make sure that your proposal requests 100% of the funds as a deposit and the proposal was accepted in the workstream before you start the work for them.

I get all my clients to pay the deposit 100%, that can be quite expensive at times, £500+. If they don't have the cash at the start of the job, they shouldn't be asking for one.
I fell victim to a scammer who simply did not want to hear what the law is. She got me to draft a Commercial Lease Agreement for her, however, due to the type of lease she was having, she had to by law have certain areas inserted, then registered with HM Land Registry.
He landlord, got it into her head I was just trying to increase the amount of work for him and told her that there was no need to have anything complicated, just something on a single piece of paper. This was an impossibility. If I delivered that, I would have been breaking the law.
I told my client that I had to deliver something legal and above board and there would be no increase in cost to her for it. I sent her six pages together with the title deeds, I sent an invoice to the client, but the system allowed her to cancel the job.
So, I was put in the position where the client had managed to cancel the job, had received the documents, but I had not been paid. Oh, she gave me one star too. I raised a support ticket and after having go to the trouble of explaining the legal position I was painted into and that there was unequivocal proof in the work stream that I had done everything possible.
I was then told I couldn't be paid because the “client” had gone into her bank and cancelled her credit card transaction. You can imagine my anger at this and was going to sue the client in the small claims court, I was only stopped when PPH ended up offering 50% of the invoice and remove the negative rating on my profile.
So well done PPH, they covered some of my losses themselves, but it never cured the underlying problem.

If PPH are advising that 100% of the funds be in Escrow before the work commences then why do they still have the deposit system available on the site? Surely it would be easier to get rid of the deposit and just request buyers to pay in full for every job when they are accepting the proposal.
