Cancelled proposal

I am wondering if potential buyers are receiving my notifications/proposals: I cancelled a proposal I'd posted for a job, after I'd seen the buyer had awarded the job to another seller. The buyer has since sent the job details to me asking me to complete the job, which leaves me to believe that he hasn't seen my cancellation - assuming the original seller could no longer complete the job.
