I Can't PAY with Paypal, Why, i already deposit $500 - New Buyer

Hello I really need your help ASAP!

Im a new buyer here, i get an invitation from a seller to use PPH so i can pay him and get my files with no problems,

He send me a proposal of $970 and i depose $500, left $470

After he finish the work and send my files, and everything Ok, he send me an invoice to pay the rest

When i click on PAY i have the payment methods, i choose paypal to pay, and the page load and come back to the payment methods page WHY ??

I already pay $500 with paypal !!!

I think maybe i don't have enough balance to pay, but when i cheque my paypal balance everything was ok and i have money to pay.

Can you solve my problem ?? Please hurry i need to pay this invoice and go on for another job, this is my first experience and i already spend $970 on your site.
