Can't apply to Job invites with 0 credits

I currently have 0 credits and I got invited by PPH to apply to a project

 However I can't click on send proposal since I get " You do not have any available credits to send a proposal. You can buy more credits here" warning. Even though applying to this job shouldn't deduct a credit.

I was wondering is this a bug?

  During sending the proposal to the buyer deposit request message is popping up. I'm unable to send the proposal. Please help & let me know the procedure in details.

  Hi, 

  I faced the same problem today.

  My proposal credit got subtracted even though I was invited to send proposal. :(

  Hi, I've just had the same problem where I get an invite but cannot send a proposal due to no credits. Even though no credits are needed!!!

  Hi, I get this problem too, my credits are used for projects I'm invited to and I can't bid for invited projects at the moment as I have 0 credits even though they don't cost any credits :(

  You're supposed to buy them.  The invite was merely a notification that a suitable project became available.
