Paypal taken BEFORE work completed on Fixed Price

The information on a new job says that the buyer should not pay until the work is done but I have just accepted a FIXED PRICE proposal and the money has been taken via Paypal. 

There's tax charged too which wasn't explained (excluding TAX).
