People Per Hour Won't Refund Escow! Work is over 16 weeks late

    To add to this, it's in 3 milestones, I've never used milestones before so the freelancer has like £1600 already as I released the first one from escow, yes that's my issue. The first milestone was for the UI design, 30% app developed and the admin panel. UI design was done, admin panel etc, and pictures of the app. I asked for updates as it's going slow and I got a app that didn't even have the full register screen activated, no OTP could be sent, no log in with google, and once I managed to register there was nothing, just the register screen!
    Milestone two is 70% of app completed, and they haven't even done 30% so how can they refuse the refund? Now the freelancer is hounding me on whatsapp talking about how they finished milestone two all happy because people per hour agreed they can have the money.

    Have you tried just talking to your freelancer, to find out what the issue is and why they have not delivered

    Different reasons, they said they focused on ensuring the UI designs were perfect and high quality. They say they've done basically everything, and want me to release 2nd payment which states 70% of the app built, but all I've got is the admin panel, and pictures of the screens. No coding to prove they've built any of the UI's just images of what it will look like along with a link to the app that only allows you to register but can't do google log in or give a OTP then nothing beyond the register page. The freelancer claims multiple reasons but still stand firm that they have done everything even if I can't see it.

    Customer support is now on day 4 of not answering me. All my refund requests get cancelled as well despite her telling me to raise the refund.

    That seems strange to me as a freelancer myself you have to mark as completed and confirm the work has been delivered before raising an invoice for payment if they have not delivered what they agreed they should not be requesting payment,
    Just out of interest has all your communication been through the workflow system it is important as PPH can track the communication between both party’s

    Has the actual invoice been raised (for you to reject) or are you just talking about money in Escrow.  They are treated differently, I believe.

    They keep making my comments, pending approval I'm not sure why.

    We have communicated off PPH, purely to say we've messaged on here as we didn't get notifications. However I told them not to contact me on there anymore. (Not they listened, they haven't stopped hounding me including giving my details to their so-called boss to message me.

     

    Original milestones were clear. 30% of the app, 70% of the app and 100% of the app, they are now saying in the workstream we agreed the entire app will be built in milestone 3 and UI, etc in the rest. Which is wrong. This is proof they are lying but PPH are still rejecting the refund requst.

    Customer service said that the outcome isn't a final decision, but they didn't give me a choice to wait longer; they just told me the freelancer is willing to do the job and cancelled my refund request.

    The money is in escrow, so it feels like PPH is delaying it so the freelancer can do it and then claim the money, or so it passes 120 days when my bank will refund. 

    Also strange, I'm blocked from commenting on the workstream every time I raise a refund request, but the freelancer can still comment, arguing their side in huge messages over and over.
