I can not associate my payoneer mastercard

I can not associate my payoneer mastercard with my peopleperhour account. I've done everything according to your help guide. i wanted to add a new Withdrawal account, But it is not being associated in any way. I'm sure it's my Payoneer account But here it shows it linked to another account, That I did not do before. 

This is my Payoneer ID. I have a legal document. Now if my ID is mistakenly used by someone else why would I be in trouble?

You are aware that there is no invention from Bangladesh to use Paypal.

This is the only way to withdraw my money. Now if I can not use it then how will I make money?

What can i do now?
