paypal payment method approval

Hi PPH, I have added a new PayPal withdrawal account couple days ago its pending yet. I want to confirm that' its my friends account as PayPal is not available in my country so i would like to withdraw to my friend dawn bezus account after that i can take my money from there.
Please approve this as quick as possible as i have to withdraw money urgently - thanks

  Hi Syed, 

  You are not allowed to use anyone else's account but your own to withdraw money to. Do you have a local bank? You can transfer money to that. Payment verification takes 7 working days too.

  I have already attached local bank it is approved but the cut of fee from it is very high per transaction £19.99 i can't afford local bank. PayPal fee is 1.9% it is very convenient for me. When i don't have any problem with it as i trust that person why can't you allow me to attach his/her paypal and withdraw.
