Can we not have a proposal credit returned to us, if the buyer never chooses anyone?

This keeps getting brought up, but nothing is done about it. Could you please give me a convincing reason as to why PPH considers it acceptable to not return proposal credits, if the buyer never awards the job and doesn't come back to their project?

I don't want: "We will pass this on", I'd like an actual answer to the question please.

  I had this issue too recently, asked the same question and was advised that PPH are unwilling to refund the amount.
