Open Banking., PSD2 and why we still pay commission to PayPal and banks

Just wondering why banks and PayPal are still charging contractors to withdraw their earnings from PPH.

I thought new EU legislation meant such charges were no longer enforceable.

What's the PPH take on this, cos you have to admit it's a bit mean...

  Looking at the current Paypal arrangements, they don't charge buyers for direct use of the service but sellers are still charged to receive funds.
  
  I notice that the PPH fees previously described as 'Payment Processing Fees'  are now described as 'Buyer Fees' even though the User Guide still claims that they don't charge buyer fees for the basic service.
  
  In any event, the 'Payment Processing Fees' were far in excess of those fees charged by Paypal, etc.
