As a buyer, how do I deposit funds without paying so many fees?

As a buyer, I used to be able to deposit funds into our PPH account which I could then spend on on hiring various translators as needed. This is no longer possible and it appears I have to pay for each and every job individually. 

This means we're paying more for card fees and the like.

Is this intentional? What are the reasons for PPH charging so many fees now?  

We're actively looking at cheaper freelancing websites because the fees with PPH have become ridiculous.
