Allowing new proposals on old workstreams

Sometimes a returning client will request new work by sending a message in a Workstream we've used before.  Because the previous job is marked complete, I can't make a proposal there and then, so I have to ask him to repeat his instructions in a new invitation.  This works okay, but it feels clumsy, and I want to make things as easy as possible for the buyer.
