Awarded Tag Meaning

What does it mean when a job has a tag "Awarded"? Has the buyer accepted anyone's proposal and is the job finished?

If that`s the case, why didn`t I get notified when that happened? (I did note that I want to be notified.) I wouldn`t have spent hours working on a project that has been finished already.
