Can't Attach Payoneer

I attached the payoneer of one of my friend. It gave an error of "this payoneer account belongs to another user". So I came to know that I needed to make a new one and attach it. I have made a new one. But now whenever I try to attach it, it gives the same error, though I am using my own payoneer account now. What do I do?
