JOB Posting declined

My job posting declined, but it's very weird. As I have paid the feature cost, no warning at all. Even I got the proposal. Suddenly, I can't contact the seller any more. My question is: I'm the new buyer who wants to hire someone for the job, and I'm not familiar with your policy. Why could this job be approved without any warning? Will you give me my money back? I paid for this work but got nothing.
