Payment related issue

I got a payment 11 pounds from one of the buyer and after deductions i was left with 8.50 pounds in my PPH account. I want to withdraw these funds but the problem is it is showing as 19.99 pounds as international bank transfer fee. So do I have to pay these much bank transfer fee because I haven't earned that much amount and after paying that fee I will be left with no earning.

So I request you to please help me in this matter and provide me the best possible resolution so that minimum money will be deducted and I could have left something with me.

I am from India so the money will get converted from pounds to INR.
