"You have been selected to bid first" notification

Hi, I received notification then i clicked project link and i saw project is paused and can not send a proposal. What does this notification mean?

  Hi There

  I also have this issue, could you advice what the solution was

  I am a new user so am still learning how everything works

  I received this notification but cannot see how to enter my bid when i click through

  "You have been selected to bid first for the project "Analyze the website to determine the tools and platform used"
