Can't reply to workstream

I can't reply to a freelancer who has given me a proposal. I paid the deposit as I thought that might be the only next step I was allowed to take. Yet I still can't reply to him. 

There's a message to say that my workstream has been moderated because I violated the terms and conditions, but I've only sent one single message to him and that was the first one with the description of what I wanted. He replied to that with a proposal offer, and now I can't do anything. 

Please can someone help urgently
