Funds refunded to PPH, why?

I am from India and I have my Paypal account attached to my PPH account and every time I attempt to withdraw from my PPH funds to my Paypal, it takes a few days and transfer to my bank account does not happen and I get the amount back in PPH account. Why is this happening? the reason in the transaction section is that "Reason:RISK_DECLINE" but I don't understand what that means. Please help me and tell me what I can do, I need the money fast.
