Cannot proceed to send proposal

I am asking for you help and this is the 2nd day that I have been waiting. I am newbie here and it's really disappointing that support group cannot even explain the issue on why it requires a deposit for you t o be able to send a proposal. This is the 3rd time I am sending a request for assistance. If I cannot get a clearer answer, then I'd be better cancel my account.
