My Application is rejected third time on my first account so i made another one and still receive the same reply.Why?

But I'm having one other kind of issue,
Peopleperhour team mailed me that Congratulations! After reviewing your change, We've accepted your profile.
But again when I'm signing in as a freelancer, it is saying "Sorry Fasih ul Islam, Your request is declined 3rd time or whatever it is saying I'm not getting this.
