Confused newbie - selected to bid – PeoplePerHour Support

I have received notifications that I have been selected to bid first on 2 separate projects. One I have already submitted a proposal for before receiving the notification, the other is a new piece of work.

What should I do next? Do I need to resubmit my proposal? Every time I try to it stops me as I've already submitted one.

For the other project, I don't want to submit a proposal as it's too specialist and out of my area of expertise. Should I notify the buyer and politely decline?
