Buyer Fees charged with no purchase

I have been charged a buyer’s fee even through the developer asked me to cancel the project because they couldn’t deliver.

 

I can understand the fee if I got the goods in the end. No other retailer would do this.

 

I expect an immediate refund otherwise I will go down the chargeback route.

 

I have cancelled all proposals for work until I get a refund.

 

How do I escalate this issue?

  I expected PPH not to respond. My refund should be due today. lets dee.
