Problem with posting an offer with fixed price and fixed duration

I posted an offer  “ I can prepare your Project plan for Information Technology projects”. This offer is fixed price and 5 days duration. The offer is not passed. I really don't understand why my offer is not passed. I have seen this kind of offers with fixed price and fixed duration. Can you please advise me what's wrong with this offer?
