How to report a customer ask for refund?

How do i report a customer?

I have given him all necessary information based on this original request and needs but came out he asked for another task which is not part of the original scope.

Original requirements are already given to customers. If you can check at the history of conversation all information is given via attachment. His original requirements are: he is asking a detailed proposal (clearly a proposal) so, I am wondering why he needs a proposal to be bid; but as a customer I still provide his needs and plan to implement the site based on a particular site reference and this was given to him.

I felt that I have been used to this for school requirements; After giving him all the necessary needs. He asked for a refund. If you see the conversation there is a screenshot of him massaging me on facebook asking the same requirements ...
