buyer not responsive

Hi. I have been working on PPH for over 6 months. I have 100% client feedback. I recently completed a project for a buyer and he has been unresponsive. PPH refuse to pay this invoice on behalf of the buyer even though for every project I complete they take 20% of my earnings. Is this fair?

  If you raised an invoice the money held in the escrow will automatically be released after 7 days (offer) or 14 days (proposal) unless the buyer responds and disputes.

  the invoice was sent on the 22nd jan and I still haven't received anything
