PPH Fees

Hello,

Can someone please explain to me how PPH fees work? When I checked the part about the service fee it said:

First €300 earned with a Buyer (excl. VAT) 20%

€300 - €6,000 earned with a Buyer 7.5%

Does this mean I have to earn 300 + from the same client for the second time to be taxed 7.5%? Or does it mean that if I earn more than 300 for the first project I would be taxed 7.5%? 

My second issue is that I just tried to send a proposal for a project and I have been charged more than 20% for the service fee? Why is that? Attached screenshot for reference. Any help would be much appreciated. Thanks so much
