Stream has been blocked - Why?

I've seen the following notification on a project that I sent a proposal for yesterday. The creator of the project replied to my proposal but I am now unable to reply back.

I would just like to know why this stream has been blocked but I can't submit a request directly to the PPH team.

Any assistance in this issue would be appreciated.

The specific Stream has been blocked because Part-time Online Writer for Interactive Game has been moderated. Please note that all available Escrow funds have now been credited to the Buyer's PPH account.
