PPH took my payment in Escrow, and when the job was not finished due to freelancers sickness/decline of project the money was not returned to my Paypal

Please return the money paid to Paypal for project that was never started due to freelancer's sickness.

I cannot find/locate the project to request refund or dispute the unfinished/ended project.
