Undeclared Buyer Fees at Checkout

Please inform buyers about the transaction and service fees Before they accept a proposal? At no point in the buying process was I informed that I would have to pay an addtional 13.3%; not even when I made the payment via my paypal account. The addtitional charge was only communicated to me by an email from paypal after completing the transaction. This all feels very underhand.

  I believe a similar case is with me. I hired a freelancer to do a minor job for 200EUR. I paid 20EUR as escrow and the rest 180EUR have to be paid now. This is seen in the payment page of PPH. When the system enters me in the paypal account, I see that I have to pay 199EUR. These 19EUR are transparent. They are not seen in any invoice. Please, someone to explain.
