Cost per hour

Hi,
Is there a minimum hourly rate a buyer can offer?. I saw $3 per hour for one and many proposals. It did disturb me as it will leave the market open for just certain countries. It reminds me of eBay where, in the end, they were just left with the majority of sellers from China, although recently they have sought to rectify this. How can someone from Ireland or England compete with such accepted proposals from countries where the cost of living is so little. I find this quite devaluing of people like myself who have spent thousands educating themselves with the correct qualifications and setting up a business. It also devalues the graphic design industry and facilitates buyers to exploit the situation of designers in certain countries.

  I know as a buyer....    it was asking me to put in my rate as if I was a freelancer.   It defaulted to $7  so perhaps that is the case with that user too.
