Sellers posting projects over & over wasting people's credits

Could you please do something about sellers posting jobs over and over again, without any budget, wasting people's credits. I've been on here for a few years now, so I can spot time wasters easily and they do seem to be growing in frequency.
It is such a shame that people are allowed to post projects without any budget. Invariably these people are opportunists who have no funds to genuinely employ a freelancer. It would really help everyone if you could:
- get rid of the pound signs and request that people specify a budget range.
- give sellers a proper, true idea of what expert and intermediate rates look like, before they post and prevent people from posting jobs at expert and intermediate rates that could not even be described as entry.
- prevent people posting and reposting jobs over and over, wasting people's credits. As others have said before, if the job is not awarded within a specific timeframe, the credit should be returned to the freelancer and the seller charged for time wasting.
This is a brilliant platform if you know how to spot the time wasters (who I figure must be collecting people's portfolios to get ideas).
