3rd time rejection and I'd like to try again

I've had this message for a while but I'd really love to try and use the platform:

Hello Nicholas,
If your Freelancer's application has been rejected 3 times, you do not have the option to re-submit it, for security reasons. You will need to contact our Customer Support Department, and we will arrange this matter for you, have no worry.
