Freelancer asking much more than in their profile

I just wonder, if that is normal on PPH (I am pretty new here):

I contacted a freelancer, who offered her services for 8 GBP. During the interview, I asked her about her price, as she offered several services and I wanted to make sure, that we are clear on that. She then told me her price, which was about 8-9 times the price on her profile but pointed out, that we could talk about his. 

Are there many scums like that on PPH?

  Answer does not match question:

  a) I contacted the student - so there is not proposal.

  b) I do NOT PLAN to approve any proposal, which is 8-9 TIMES the price communicated. What a non-sense to ask!

  I do not claim that I made myself understood completely. But did you read and make sure to understand a new customer before answering with an annoying standard phrase - not related to the problem at all?
