Why does my Offer still needs to be edited? PPH wont tell me why its getting rejected!!

Hi !!
please help me out i tried many times and edited my offer more than 5 times and its still get rejected and i can't understand what is the actual reason what i have to change and pph wont tell me specifically that where is the problem. i change everything following the policies but if i missed something than please tell me specifically what should i have to change on my hourlie ?
please help me out asap!!
